This handbook is designed to help Workforce Investment Act (WIA) partners understand on of the key outcomes, used in assessing and reporting progress in WIA youth programs - the "Attainment of Certificates" measure. The guide outlines the elements required in a certificate program in WIA and provides examples of certificate programs that are awarded in Massachusetts.
