About Our Board of Directors

The Workforce Competitiveness Trust Fund (WCTF) invests in programs that connect Massachusetts residents with the training and support they need to succeed in today’s job market. These programs are designed in partnership with employers to ensure workers gain the skills that businesses are actively seeking.

WCTF strengthens both workers and employers by:

  • Helping people build skills, increase earnings, and achieve long-term employment
  • Supporting businesses with a more skilled and competitive workforce

Programs serve residents across Massachusetts who face barriers to stable employment, including:

  • Underemployed workers who rely on public benefits to support their families
  • Individuals who have been out of the workforce for extended periods
  • People without formal schooling or who need additional training to advance

Prepare Required Documents

Collect the necessary documents for your application.

Individual Application
  • Certificate of Good Standing (COGs)
  • Certificate of Compliance from DUA
  • Signed W-9 (less than 1 year old)
  • Cover Letter
  • Course Descriptions 
Consortium Application

Lead applicant and all partners with trainees in the grant should provide:

  • Certificate of Good Standing (COGs)
  • Certificate of Compliance
  • W-9

Complete the training application and provide details about your training and its impact.

Application Checkpoints

  • Review trainee count, costs & wages

Including but not limited to compliance documents, cover letter, course descriptions, etc. 

Submission

Review and submit your application for consideration.

Before You Submit
  • Submit at least 90 days prior to the intended start of training
  • After submission, you will enter the Application Review & Award Decision Phase 
Notifications
  •  Most cases notified within 60 days*
  •  Incomplete applications may take longer

*Timing may vary if information or documents are missing or need review.
