The Workforce Competitiveness Trust Fund (WCTF) invests in programs that connect Massachusetts residents with the training and support needed to succeed in today's job market. Designed in partnership with employers, these programs help workers gain in-demand skills while supporting businesses with a stronger and more competitive workforce. WCTF strengthens economic opportunity by helping individuals build skills, increase earnings, and achieve long-term employment. Programs serve residents across Massachusetts who face barriers to stable employment, including underemployed workers who rely on public benefits, individuals who have been out of the workforce for extended periods, and people without formal schooling or who need additional training to advance in their careers.
Team Spotlight: Jenniefer Murphy
Today, we are spotlighting Jenniefer Murphy, Director of Workforce Competitiveness Trust Fund. Through her leadership, WCTF supports partnerships between employers, workforce boards, training providers, and community organizations to address critical workforce shortages and strengthen pathways into sustainable careers. Outside of work, Jenniefer enjoys spending time outdoors during the spring, gardening, and reconnecting with nature. She also enjoys supporting her family’s seasonal kayak rental business on the swift river.Q: Can you explain your role as the Workforce Competitive Trust Fund Director and the impact this program has across Massachusetts?
A: WCTF is a statewide workforce development investment strategy focused on helping Massachusetts employers, training providers, workforce boards, labor organizations, and community-based organizations work collaboratively to address critical workforce shortages. In my role as Director, I oversee grantmaking, program strategy, partnerships, compliance, and technical assistance across a broad portfolio of workforce initiatives. The impact of the fund is significant because it allows regions across the Commonwealth to design workforce solutions that are responsive to their unique labor market needs while still aligning with statewide economic priorities. We support both employers struggling to fill positions and workers seeking pathways into sustainable careers, particularly in sectors like healthcare, behavioral health, manufacturing, clean energy, education, and transportation.
Q: How does the Workforce Competitiveness Trust Fund help businesses and workers adapt to a changing economy?
A: WCTF helps businesses and workers adapt to a changing economy by creating flexible and industry-driven workforce partnerships. The labor market is evolving rapidly due to technology, demographic shifts, retirements, and changing skill demands. WCTF supports employers in building talent pipelines while helping workers gain the credentials, training, and supportive services they need to enter or advance within high-demand industries. One of the strengths of the model is that it encourages regional collaboration and innovation. We are proud of the ways that the team engages the field and supports employers, helping to shape training design, workforce boards coordinate strategy, and training providers deliver programs that reflect real hiring needs. That alignment is critical in helping both businesses and workers remain resilient and competitive.Q: What has been one of the most exciting or impactful projects you’ve worked on in this role?
A: One of the most impactful areas of work has been supporting regional healthcare workforce partnerships across Massachusetts. Healthcare systems are under immense pressure right now, and we’ve seen partnerships come together in creative and collaborative ways to address shortages in nursing, behavioral health, EMT, CNA, medical assisting, and other frontline roles. It’s rewarding to see workforce development become more holistic and not just funding training. I strongly believe that impactful workforce development programs must have support that includes transportation, childcare, tutoring, stipends, and career navigation, so participants can actually persist and succeed. Supporting these programs to evolve from individual grants into long-term regional workforce ecosystems has been especially exciting.
Q: What advice would you give to someone interested in workforce policy or program leadership?
A: My advice to someone interested in workforce policy or program leadership would be to stay deeply connected to both people and systems. Workforce development sits at the intersection of education, economics, public policy, business, and community impact, so the work requires both strategic thinking and relationship building. Listen closely to employers, training providers, participants, and frontline staff, because the best workforce strategies are grounded in real operational realities. I would also encourage people to become comfortable with complexity and ambiguity, which is a regular part of my team’s day-to-day work. Workforce challenges are rarely solved through a single program or policy, and much of our work is centered around a long-term vision of how small, incremental changes can create larger systemic impacts over time. The strongest leaders in this field are collaborative, adaptable, data-informed, and genuinely committed to creating opportunities for others.
Q: You've been at CommCorp for a few months now. What has your experience been like so far?
A: My experience at Commonwealth Corporation has been incredibly positive so far. I’ve stepped into a role with a strong mission, talented colleagues, and deep statewide partnerships. One thing that has stood out to me is how committed my team is to balancing accountability with relationship building and innovation. I feel very fortunate to work with colleagues who are able to take operationally complex work and, with a strong sense of purpose, support grantees creatively and consistently in ways that benefit employers, communities, and individual lives. I’ve truly enjoyed supporting my amazing team, engaging with the statewide workforce landscape, and building meaningful relationships with partners across Massachusetts.
