Opening pathways to skilled careers for returning citizens
Overview
Launched in the fall of 2026, the Re-Entry Career Alignment and Sector Training (RECAST) program funds organizations developing training and employment programs that connect individuals who are currently or formerly incarcerated in Massachusetts with higher-paying careers.
RECAST is launching with planning grants that fund program design, build industry connections, strengthen employer partnerships, and plan support for participants. Programs will respond to regional hiring needs and may focus on in-demand industries such as advanced manufacturing, life sciences, and clean energy.
Who can apply?
Eligible organizations and partnerships must demonstrate success in one or more of the following areas:
-
Supporting justice-involved people, including those returning to the community after incarceration
-
Providing occupationally specific skills training
-
Providing job placement support in training-aligned, unsubsidized employment
-
Building partnerships with the Department of Correction, Houses of Correction, Probation, and/or Parole
-
Creating and fostering partnerships related to any of the categories above
The proposed programs must plan to serve individuals who were previously incarcerated, regardless of when they were released, or individuals who are currently incarcerated with an anticipated release date on or before July 1, 2028.
Organizations receiving planning grants are expected to apply for a separate implementation grant opportunity, anticipated in late summer of 2027, to put their plans into practice. These future grants will support three years of training and employment services for program participants, with funding renewed annually.
RECAST is funded through the Workforce Investment Trust Fund and administered by Commonwealth Corporation, a quasi-public agency within the Executive Office of Labor & Workforce Development, in partnership with the Executive Office of Economic Development.
