On behalf of the Executive Office of Labor and Workforce Development and the Workforce Skills Cabinet, Commonwealth Corporation (CommCorp) is pleased to announce the re-release of a new Request for Proposals for the Workforce Competitiveness Trust Fund (WCTF- Senator Donnelly Workforce Success Grants).   Prospective applicants are invited to join a virtual Pre-Application Technical Assistance Meeting scheduled for December 15th at 2 p.m. and a Bidder’s Webinar scheduled for January 5th at 10 a.m.

 Additionally, CommCorp has scheduled virtual office hours for January 12th, 18th, and 24th to assist in the planning and submitting of competitive and well-aligned applications for WCTF.  Applications will be accepted on a rolling basis.   Changes to the WCTF application include: 
  • Expanded eligibility definitions in response to ARPA provisions of flexibility.  
  • Incumbent Workers are now eligible under Option B, “Training and Advancement.” 
  • No maximum funding amount: $10,000 per participant remains as a budgetary guide.  
  • Ability to advance components of job quality. 
This funding opportunity has been made available to support the ongoing economic recovery and growth objectives of the Commonwealth of Massachusetts. These strategic investments are part of the ongoing effort by the Massachusetts Workforce Skills Cabinet (WSC) to align public and private resources across the system and scale effective career pathway programs that better position residents who want to be hired into jobs that businesses need filled.  In 2018, the Massachusetts Legislature voted to rename grant awards from the WCTF in memory of the late Senator Kenneth J. Donnelly, who was a steadfast champion of promoting workforce opportunities in the Commonwealth, especially for people who might lack a pathway to economic stability.  The Workforce Competitiveness Trust Fund application is live now and available via commcorp.org/funding/.
