The Executive Office of Labor and Workforce Development and Commonwealth Corporation are pleased to announce the release of the YouthWorks 2021-2022 Year-Round application package / request for proposals, which details allocation-based programming. Eligible applicants are limited to the state’s 16 local workforce development boards and/or their fiscal partners. From first jobs to leadership development and skills training to career exploration; YouthWorks provides Massachusetts teens and young adults with a chance to work, learn and thrive. YouthWorks helps young people gain the needed skills and experience to enter the workforce and begin to design a path toward sustained success. For the past two decades, 14-to-21-year-old income-eligible teens and young adults have participated in one of the few state-funded youth employment programs in the country. This 2021-2022 year-round will build on a rich tradition of program quality and continuous improvement.
Funds have been allocated to the cities in Massachusetts that have high numbers of youth in poverty, where low-income youth are especially in need of ensuring access to employment opportunities. These cities are part of a larger “workforce investment region” represented by a MassHire Workforce Development Board. While grantees are asked to prioritize these cities, all eligible Massachusetts youth can participate fully regardless of their place of residence. For the purposes of planning, priority cities are outlined below:
Local Area | Cities |
Berkshire | Pittsfield |
Boston | Boston |
Bristol | Fall River, Taunton |
Cape & Islands | Barnstable |
Central Mass | Worcester |
Franklin-Hampshire | Northampton |
Greater Brockton Greater Lowell | Brockton Lowell |
Greater New Bedford | New Bedford |
Hampden County | Chicopee, Springfield, Holyoke, Westfield |
Merrimack Valley | Lawrence, Haverhill |
Metro North | Cambridge, Chelsea, Malden, Somerville, Revere, Everett |
Metro South/West | Framingham |
North Central | Leominster |
North Shore | Lynn, Salem, Peabody |
South Shore | Quincy, Plymouth, Weymouth |
YouthWorks is an initiative of the Executive Office of Labor and Workforce Development (EOLWD), in support of Governor Charles Baker’s effort to improve workforce outcomes for young adults, a population that is significantly detached from the workforce. This program is funded through Line Item No. 7002–0012 of the FY2022 state budget.
